Regulation of waters serves multiple objectives

Of the thousands of lakes in Finland, 310 are regulated. Usually this serves several objectives, such as hydropower production, flood protection, water abstraction and recreational use. The Centres for Economic Development, Transport and the Environment manage the flow regulation tasks that are the responsibility of the State. Ministry of Agriculture and Forestry is also responsible for duties under the agreements concerning transboundary watercourses shared with Russia and Sweden.
