State Secretary Risto Artjoki assists the Minister in tasks relating to policy guidance and preparation of issues. He assists and, where necessary, represents the Minister in the formulation of policy outlines, coordination among the Government ministries and reconciliation of objectives and positions in accordance with instructions given by the Minister.
